I believe we have a good system in place, one of our areas that could use improvement is initial recruitment we need to make more people aware of the services we offer.  And also increase our fields of employment  to include more tech and manufacturing.    currently our most popular area is nursing .  
We are utilizing entry level education for CNA training in work place settings.  They are paid while they learn and then have employment in that position upon graduation.  Then options for additional education and training with additional educational facilities and/or at current employment facilities for Nursing LPN employment. Then options for progress to education and training for RN employment.

I think job analysis is a great way to isolate the specific skills and abilities need to preform specific jobs.  It will help to see a clearer vision of what the job entails and how the tasks could be modified or accommodations could be put in place if needed.
I think employers would be surprised at the actual needs of an employee to complete a job.  I would explain to employers that this would make the employee pool to draw from wider than just general job descriptions.  Such as in a simple example.  If the job requires the ability to provide information to several different locations of the company.  The job description says "must be able to transport information to different locations", meaning does it need to be actually taken by hand, could it be sent by messenger or could it be transmitted electronically.

This would help with job seekers who need more of a direction, helping to understand what skills and interests apply to what type of job.  What other jobs  may be appropriate to similar skills and interests.
